Enid Referendum Petition Examples: Ordinances 2026-21, 2026-22 and 2026-23

Three example referendum packets for Enid residents who want to challenge the Project Thunderbird rezonings, with ballot titles, signature sheets and filing notices. Proponent blocks stay blank. Have your attorney review them.

Example referendum packets for the three Enid rezoning ordinances passed October 27, 2026. Take them to your attorney before you circulate a single sheet.

Enid’s Mayor and Board of Commissioners approved three rezoning ordinances for Project Thunderbird on October 27. Oklahoma law lets city voters demand a referendum on an ordinance. Guerrilla News drafted one example packet per ordinance. Read the full story: Enid Voted 6-1 to Rezone Farmland for a Data Center With No Operator, Unfinished Financing and an Unfinished Water Plan.

The Three Packets

Each packet runs 15 pages. Part A holds the organizer instructions, the filing notice for the City Clerk, and a proposed ballot title. Part B holds the circulating pamphlet: the petition page, the signed ordinance, a proponents page, and landscape signature sheets that print front and back with each circulator and notary affidavit.

Proponent Blocks Stay Blank

These packets name no proponents of record. Any group of residents can fill in up to three proponents, adapt the language, and run the packets past their own attorney. They show what a petition could look like. They do not replace legal advice.

The Deadline Problem

Two Oklahoma statutes conflict. 11 O.S. § 15-103 gives 60 days after passage. 34 O.S. § 1 sets thirty days for municipal measures. The packets build to the shorter clock. Day 30 lands on Thursday, November 26, Thanksgiving Day, so the safe target for submitting signatures is Wednesday, November 25, 2026. A 60-day reading ends Saturday, December 26. An attorney must resolve the conflict before anyone relies on the later date.

Before You Circulate

  1. File a true copy of the measure and the proposed ballot title with the Enid City Clerk before anyone collects a signature.
  2. Ask the Garfield County Election Board for the vote total behind the 25 percent signature requirement, and have the City Clerk confirm the figure in writing.
  3. Collect well beyond the minimum. The clerk and the court strike invalid signatures.
  4. Attach the ordinance. Quote its exact title. Do not alter the warning, the notice or the gist.
  5. Print each signature sheet and its affidavit double-sided, flipped on the short edge.

These packets offer information, not legal advice. Consult an Oklahoma attorney before you circulate any petition. Corrections: ron@guerrilla.news
