The Sexual Assault Report That Started Everything
Court documents obtained from Sequoyah County reveal disturbing details of an investigation into Oliver's conduct. A victim reported that Oliver, while on duty and in uniform, provided alcohol to minors before allegedly assaulting one of them.
According to the police report, Oliver arrived at his girlfriend's residence where the victim was staying. He asked the underage victim what type of beer she preferred, then left to purchase alcohol for her and others. The report states Oliver changed out of his police uniform and returned with additional liquor.
The victim told investigators Oliver kept pouring her shots of Malibu rum until she was intoxicated. She stated that after his girlfriend went to bed, Oliver approached her on the couch, removed her clothing, and sexually assaulted her despite her attempts to push him away.
The Cover-Up Begins
The case was reportedly dismissed when authorities claimed they "couldn't find the victim." Investigators familiar with police corruption cases say this is a common tactic used to bury allegations against officers.
Text messages obtained during the investigation show Oliver admitting to sexual contact with the victim. Physical evidence was collected from the scene, including alcohol containers and DNA evidence, yet the case mysteriously disappeared from prosecution.
The victim's fear was compounded by Oliver's position as a police officer. She told investigators she was afraid he could "get her or witness in trouble" because of his authority.
School Children at Risk
Just hours before filing the protective orders, Oliver was scheduled to help select the next school resource officer for Bokoshe Public Schools. When school administrators were presented with the sexual assault report, they immediately reconsidered Oliver's involvement in hiring decisions.
The superintendent's office confirmed they would no longer use Oliver in the selection process for the officer who would be responsible for protecting local children.
The Protective Order Backfire
Oliver's attempt to silence the investigation spectacularly backfired. A judge initially issued emergency protective orders but quickly vacated them after reviewing the evidence. The orders were converted to hearings only, with no restrictions on the journalists' constitutional rights.
