*This is Part 2 of a three-part investigation into Axon Enterprise and the next generation of American surveillance infrastructure.* [*Part 1: The Replacement*](https://guerrilla.news/axon-lightpost-flock-replacement-surveillance) *|* [*Part 3: The Money*](https://guerrilla.news/axon-surveillance-money-trail-ice-contract)

## The $625 Million Acquisition

In November 2025, [Axon Enterprise](https://www.axon.com/?ref=guerrilla.news) announced a definitive agreement to acquire [Carbyne](https://www.carbyne.com/?ref=guerrilla.news), an emergency communications and response platform, for $625 million in cash.

Axon's CEO, Rick Smith, described the strategic purpose in a single sentence: the integration would **"transform a call for help into the first moment of intelligence."**

That sentence should be read twice.

It means that when a person in a participating jurisdiction dials 911 — in a moment of distress, fear, or medical emergency — the data generated by that call no longer simply routes an ambulance or a patrol car. It flows directly into Axon's surveillance ecosystem: the same [Real-Time Crime Centers, street light cameras, and AI-driven analytics platforms](https://guerrilla.news/axon-lightpost-flock-replacement-surveillance) detailed in Part 1 of this investigation.

The acquisition moved Axon beyond post-incident evidence management and street surveillance. It inserted a single private corporation directly into the inception of the emergency response sequence — the 911 call itself.

## What Carbyne Actually Does

Historically, 911 Emergency Communication Centers and Public Safety Answering Points operated on infrastructure built for the era of landline telephones. Carbyne replaced that legacy model with a cloud-native platform called **APEX**.

When a civilian calls 911 in a jurisdiction using Carbyne, the platform does the following:

- **Precise geolocation:** The dispatcher instantly accesses the caller's exact device location — not just a cell tower approximation, but GPS-level precision.
- **Live video from the caller's phone:** The dispatcher sends a secure SMS link. When the caller clicks it, their phone's camera begins streaming live video directly into the dispatch center. No app download is required.
- **AI transcription and translation:** The platform provides real-time, AI-driven multilingual transcription, translation, and automated incident summary reporting.
- **Automated intelligence routing:** All of this data — the video, the transcriptions, the GPS metadata, the AI summaries — flows immediately into Axon's [Fusus](https://www.axon.com/products/fusus?ref=guerrilla.news) Real-Time Crime Center for live tactical analysis, and subsequently into [Axon Evidence](https://www.axon.com/products/axon-evidence?ref=guerrilla.news), the company's digital evidence management vault.

Carbyne currently operates in nearly 300 emergency centers globally, processing over 250 million data points annually with 99.999% uptime. It is embedded in Emergency Communication Centers across **23 U.S. states**, including major metropolitan hubs like Miami, Atlanta, and New Orleans.

The result is an unbroken digital chain of custody — owned and facilitated entirely by a single private corporation — spanning from a citizen's panicked plea for help to the presentation of that citizen's own data as evidence in a courtroom.

## Who Built It

Carbyne was not founded by telecom engineers or Silicon Valley product managers. It was built by people from the Israeli military-intelligence establishment.

The company was originally incorporated in April 2015 under the name **Reporty Homeland Security**. Its founders:

- **Amir Elichai** — Former officer in the Israeli Special Forces.
- **Alex Dizengoff** — Co-founder and technical architect.
- **Yony Yatsun** — Software engineer.
- **Lital Leshem** — Reported to have an Israeli intelligence background. Subsequently worked for [Black Cube](https://en.wikipedia.org/wiki/Black%5FCube?ref=guerrilla.news), the Israeli private intelligence firm that gained international notoriety for its operations targeting Harvey Weinstein's accusers and the Obama administration's Iran deal negotiators.

From its inception, the platform was shaped by individuals at the highest levels of the Israeli defense and intelligence apparatus.

## The Intelligence Connection

An early investor and influential figure in Carbyne's development was **Pinchas Buchris**. Buchris previously served as the [director general of Israel's Ministry of Defense](https://morocco.cybertechconference.com/node/1500?ref=guerrilla.news) and commanded **Unit 8200** — the Israeli Defense Forces' elite signals intelligence and cyberwarfare unit, roughly equivalent in function and capability to the American National Security Agency (NSA).

Unit 8200 veterans are prolific in the Israeli technology sector. Graduates of the unit have founded or led companies including [NSO Group](https://www.nsogroup.com/?ref=guerrilla.news) (the Pegasus spyware maker), [Check Point Software](https://www.checkpoint.com/?ref=guerrilla.news), and numerous cybersecurity firms that contract with intelligence agencies worldwide.

The company's advisory board further underscores its proximity to the highest levels of Western security states. It includes **two former U.S. Secretaries of Homeland Security** — Kirstjen Nielsen and Michael Chertoff — alongside Trae Stephens, a partner at Peter Thiel's [Founders Fund](https://foundersfund.com/?ref=guerrilla.news).

The same Founders Fund that was an early, major investor in [Flock Safety](https://en.wikipedia.org/wiki/Flock%5FSafety?ref=guerrilla.news).

## The Epstein Money

Former Israeli Prime Minister **Ehud Barak** was an early, primary investor in Carbyne and later became the company's chairman. Barak was not merely a politician; he served as the head of **Aman**, the IDF's Military Intelligence Directorate, from 1983 to 1985 — making him one of the most senior intelligence operatives in Israeli history.

In 2015, Barak established a limited partnership in Israel called **Sum (E.B.) 2015** to fund the startup.

[Investigative reporting revealed](https://www.timesofisrael.com/jeffrey-epstein-was-ehud-baraks-business-partner-as-late-as-2015-report/?ref=guerrilla.news) that a substantial portion of the capital injected into that partnership was provided by **Jeffrey Epstein**.

Despite Epstein's 2008 conviction for procuring a minor for prostitution — a case that produced a highly controversial non-prosecution agreement shielded by federal prosecutors — Barak maintained a close personal and financial association with him for years, [frequently visiting Epstein's Manhattan apartment and his private island](https://www.cbc.ca/news/world/epstein-files-barak-ruemmler-salayem-9.7088603?ref=guerrilla.news) in the U.S. Virgin Islands.

Epstein invested approximately **$1 million** into Barak's partnership, effectively giving the convicted sex offender a [**25% stake**](https://forward.com/fast-forward/427559/sex-offender-jeffrey-epstein-ehud-barak-investment/?ref=guerrilla.news) in the entity that heavily backed Carbyne.

The financial ties were not limited to this single transaction. Reports indicate that Barak received approximately $2.3 million between 2004 and 2006 for unspecified "research and consulting" services from the **Wexner Foundation**, an organization where Epstein served as a powerful trustee.

Emails released from the Department of Justice demonstrate that Barak [actively utilized his relationship with Epstein as late as 2016](https://www.aa.com.tr/en/middle-east/ex-israeli-premier-ehud-barak-sought-epstein-s-help-to-secure-trump-interview-with-israeli-media-documents-show/3?ref=guerrilla.news), requesting Epstein's assistance in securing an interview with then-presidential candidate Donald Trump for an Israeli television network.

When confronted with these revelations in 2019, Carbyne's management claimed they were unaware of Epstein's capital at the time. Barak defended his actions as a "business opportunity," insisted all activities were legal, and [refused to disclose the identities of other private investors](https://www.cbc.ca/news/world/epstein-files-barak-ruemmler-salayem-9.7088603?ref=guerrilla.news) in the partnership.

## The Development Center That Stayed in Tel Aviv

When Axon acquired Carbyne for $625 million, the company faced a straightforward choice: relocate the core engineering team to the United States, where the 911 infrastructure they maintain is deployed, or keep it in Israel.

Axon chose to **retain Carbyne's 80-person research and development center in Tel Aviv**.

This means that the continuous coding, development, maintenance, and security patching of critical U.S. 911 infrastructure remains geographically, intellectually, and operationally tethered to a foreign nation. The engineers writing the code that routes American emergency calls, accesses American callers' live video feeds, and processes American citizens' GPS data work in a country currently engaged in complex, highly volatile geopolitical and kinetic conflicts.

The cybersecurity implications are not theoretical. A 2024 breach of a major Israeli technology firm demonstrated that even well-funded Israeli tech companies with government contracts are vulnerable to sophisticated state-sponsored attacks. A compromise of the Tel Aviv development center would potentially expose the 911 systems of 23 American states.

## The Complete Chain

Taken together, Axon has now assembled a vertically integrated surveillance and emergency response pipeline that no single corporation has ever controlled:

1. **The Call:** Carbyne intercepts and processes the 911 call, extracting live video, GPS location, and AI transcriptions from the caller's phone.
2. **The Eyes:** Axon Lightpost cameras inside street lights, Outpost cameras on buildings, and Fleet 3 cameras in patrol cars capture every vehicle in the area.
3. **The Brain:** Fusus synthesizes all of this into a single Real-Time Crime Center map, overlaid with private camera feeds from citizens and businesses who opted in.
4. **The Record:** Axon Evidence stores every frame, every recording, and every data point in a proprietary cloud vault.
5. **The Weapon:** Axon Tasers arm the officers who respond.
6. **The Body Camera:** Axon body cameras record the response.

One company. From the moment of the call to the moment of the arrest to the moment the evidence is presented in court. Every link in the chain.

The emergency response technology that makes this possible was founded by Israeli special forces and intelligence operatives, funded by Jeffrey Epstein's money, and continues to be developed in Tel Aviv.

*Part 3 of this investigation follows the money — from the $220 million ICE contract that costs $12,359 per Taser to the stock purchases that preceded it.* [*Read Part 3: The Money →*](https://guerrilla.news/axon-surveillance-money-trail-ice-contract)
